The University
Emergency Operations Center will be activated upon, or in anticipation of,
declaration of a state of emergency by the Governor of the territory in the
form of an executive order or proclamation pursuant to Section 1125 of
Chapter 12, Title 23, of the Virgin Islands Code, or Implementation of
Phase 5 (Hurricane Warning - 24 hours or less before predicted strike) of the
UVI St Croix Campus Hurricane Emergency Operations Checklist, or In the event of a
disaster preparedness exercise conducted by VITEMA. |

The STAFFING: The EOC will be
staffed by UVI Campus Security officers supplemented by other university
staff, all of whom will be under the supervision of the Campus Security
Supervisor. INFORMATION UPDATES: Emergency Operations
Announcements Information about the
status of campus preparedness operations and other information for the
university community will be available from the Emergency Operations Center
Announcement telephone line. If a potentially dangerous storm system
threatens the territory, the announcements will be recorded and be updated
daily. All university staff and faculty are encouraged to call the line for
current Emergency Operations information. To hear the current
recorded announcement from the EOC, dial 692 - 4168. COMMUNICATIONS: Cellular Telephone UVI EOC
cellular phone number is 514-3038 Cellular Telephone
Policy The emergency
cellular telephone will be brought into use ONLY if normal telephone
communications are disrupted. The cellular phone is
for emergency use to Police, ambulance, VITEMA, or the St Thomas campus only.
It is not intended for personal calls. The only persons
authorized to use the cellular phone are the Disaster Team Coordinator,
Disaster Team Leaders, VITEMA committee members, and EOC staff for emergency
operations use only. The EOC can take
messages on the cellular phone. The messages are to be posted on a bulletin
board which will be placed at the EOC for that purpose. The cellular phone
will not be physically removed from the EOC at any time. Radio The base station
radio is located at the EOC. The base station
radio is normally set on channel 3 for St. Croix Campus routine
communications. The base station
radio should be set to CHANNEL 5 to communicate with VITEMA. The base station
radio should be set to CHANNEL 2 to communicate with the ST THOMAS CAMPUS
EOC. World Wide Web The Hurricane
Emergency Operations web site will be updated as frequently as circumstances
dictate. The status of the Emergency Operations Plan will appear on the
home page of the web site. UTILITIES: Standby generators
will be put into service only by the UVI Physical Plant department after a
damage assessment has determined that it is safe to energize a building. LP Gas tanks are
turned off in preparation for an emergency. They will be put into service
only by the UVI Physical Plant department after a damage assessment has
determined that it is safe to operate gas equipment. SHELTER: No building at UVI is
designated as an emergency shelter. The buildings will be locked in
preparation for an emergency. They will not be opened to the general public
because they are not certified to serve as a shelter. VEHICLES: In an emergency, all UVI vehicles in every department come under
the control of the Emergency Operations Disaster Team. Vehicles will be
assigned by that team leader to UVI staff as needed to respond to the
emergency. |
